Jeffrey L. Smith, P.E. SECB is the principal of Smith Structural Engineers. He founded the firm in 1990 and has over 32 years of structural design experience. Mr. Smith hails from George West, Texas and attended Southwest Texas State University in San Marcos and the University of Texas at Austin to earn Bachelor of Architecture and Bachelor of Science in Architectural Engineering degrees.

Mr. Smith is currently an active member of the Austin Chapter of the Structural Engineers Association of Texas. In the past he has served as the treasurer and secretary for the Austin Chapter of the Texas Society of Professional Engineers. For 8 years he was a volunteer instructor for the Austin Women in Architecture’s Study Course for the Architectural Licensing Examination and for 3 years he served in the same capacity for the San Antonio Chapter of the American Institute of Architects. He is certified by the Structural Engineering Certification Board in the practice of structural engineering.

Whit Smith, P.E. Whit joined Smith Structural Engineers in 2005 upon receiving his Bachelors Degree in Civil Engineering from Texas Tech University. He serves as the general and operations manager for the firm.

Paula Hilbrich Lee, P.E. Paula has been with Smith Structural Engineers since 2006, has 17 years of structural design experience, and is an active member of SEAoT. She earned her masters degree in Civil and Environmental Engineering with an emphasis in structural design from the University of Wisconsin at Madison, and has previously worked for the USDA Forest Service, Forest Products Laboratory and Huitt-Zollars, Inc.

Chris Schmidt, Senior Associate joined Smith Structural Engineers in 2007. Prior to joining the team, Chris was employed for 4 years as a surveying technician for Archer Western and then the Dan Williams Company. At Dan Williams, Chris served as lead survey technician for Project 0702 - Loop 1 in Travis County, Texas (the Parmer /Mopac expansion), a 23.5 million dollar project and at Archer Western he worked on the SH 45 toll road, San Antonio airport expansion, and U.S. Highway 183/290 expansion projects.

Melinda Connors, Accounting joined Smith Structural Engineers in 2006. She graduated from Texas A&M Kingsville in 1989 with a Bachelor of Science in Electrical Engineering. She is the office bookkeeper and is responsible for all financial operations of the business.

Lemar Porter, P.E. joined Smith Structural Engineers in 2014 as a part-time consultant and project engineer having retired after 35 years with the local engineering firm of Guerra Consulting Engineers, where he worked alongside Jeff until he left in 1990 to start this firm.

Jacob Welborn, E.I.T. Jacob joined Smith Structural Engineers in February 2013 after earning his Bachelor of Science Degree in Civil Engineering with a focus on steel and concrete structures from Texas A&M University.

Jill Cisneros, P.E. has been with Smith Structural Engineers since 2016. She earned her bachelor's degree in Architectural Engineering from the University of Texas in Austin. She has 5 years of previous experience with LANE Supply Inc. designing canopies and designing commercial buildings at Winton Engineering, Inc.
